Description of problem:
Common user has a project, try to delete/edit project on console, but operations in action list are disabled.

Steps to Reproduce:
1.Common user login on console, create a project.
2.On project list, click kebab list of this project, try to delete project.
3.

Actual results:
2. The operations in kebab list are disabled, user could not click "Delete Project"

Expected results:
2. The operations in kebab list should be enabled.

Checked on ocp 4.2 env with above version, now common user could edit/delete project which is created by the user.
The bug has been fixed, so move it to Verified.
