Description of problem:

File /etc/logrotate.d/osa-dispatcher has bad file mode 0664.

# logrotate -f /etc/logrotate.d/osa-dispatcher 
error: Ignoring /etc/logrotate.d/osa-dispatcher because of bad file mode - must be 0644 or 0444.

Version-Release number of selected component (if applicable):
osa-dispatcher-5.11.107-1.el7.noarch
logrotate-3.8.6-17.el7.x86_64

How reproducible:
Always on CentOS 7 with logrotate v3.8

Steps to Reproduce:
1. Simply run: logrotate -f /etc/logrotate.d/osa-dispatcher 
2.
3.

Actual results:
Logrotate does not rotate osa-dispatcher logs.

Expected results:
Logrotate rotates osa-dispatcher logs

    1725114 - set proper file permissions
