Description of problem:
Having mirrorlists provides a good updateable list of mirrors only if the mirror list site stays up. When it goes down there currently isn't any fallback, except manually adding mirrors to the repository definition. If the mirrorlist were cached with the other repository metadata the transaction could continue with the last known good mirrors, even if the mirrorlist is down.

Actual Results:  No more mirror list, yum can't continue.

Expected Results:  Continued from cached mirrorlist.
