Steps to Reproduce:
1. run mc
2. mcedit some utf-8 file -> it's fine
3. mcview some utf-8 file -> bad
  

Actual Results:  mcview displays UTF8 sequences incorrectly.

Expected Results:  mcview displays UTF8 sequences correctly.

Breaks man page view also, try mcview on ping.8, it substitutes all "'" with "â" 

# rpm -q mc
mc-4.6.1a-0.20.i386

It's now fixed in mc-4.6.1a-0.21.
