Description of problem:

.la files aren't strictly needed on Linux and causes a lot of problems when
compiling since they hardcode absolute paths to dependent libraries.

arts as-is, without patching, actually *does* need many/most of it's .la files
for proper runtime usage.

We're going to try to address some of this with F7's packaging.
