Description of problem:
User can't add environment variables during deploy image progress

How reproducible:
Always

Steps to Reproduce:
1. User goes to Workload -> Deployment Config -> Create -> From Image -> search aosqe/hello-openshift


Actual results:
1. Environment Variables section is read only, use can't change it

Expected results:
1. User should be able to add Environment Variables during Deploy Image process

Looking at this further, it seems to be a regression in the environment component itself when adding the RBAC checks. The component assumes you're always editing an existing object.

1. User goes to Workload -> Deployment Config -> Create -> From Image -> search aosqe/hello-openshift
2. User is able to add/reorder/delete environment variables in Environment Variables section
