Description of problem:
When user tries to scroll down to view all action items, the scrolling was always reset, it reproduces on FF67, Safari 12, Chrome 75, it looks like a PatternFly4 issue

Steps to Reproduce:
1. Goes to project Secrets list page, pick up one secret in the bottom, open the actions menu

Actual results:
1. user can't choose the actions out of view, on Chrome user can scroll more actions into view but when use clicks on them, they can't be selected

Expected results:
1. When user scroll down, all action items should be in view
