Description of problem:
Click breadcrumb bar on image stream tag page, it goes to an no existing image stream page.

Version-Release number of selected component (if applicable):
4.2.0-0.nightly-2019-07-03-171807

How reproducible:
Always

Steps to Reproduce:
1.In openshift project, go to "Builds"->"Image Streams" page.
2.Choose "Perl" image stream, click into it.
3.Choose on image stream tag from the tags list at the bottom of the page. here choose "perl:5.16", click into it.
4. Check the breadcrumb on this image stream tag page. It's "Image Streams > 5.16 > Image Stream Tag Details", click on "5.16" link.

Actual results:
4.It goes to url <console url>/imagestreams/5.16, on which "404: Not Found" shows up.

Expected results:
5. Should use correct url for link in breadcrumb bar.

Checked on OCP 4.2 env with above version. 
Now the link in breadcrumbs of imagestream tag page is correctly pointing to imagestream page.
The bug has been fixed, so move it to Verifed.
