pyqtwebengine fails to build with Python 3.8.0b2. The visible error is:

error: Empty %files file /builddir/build/BUILD/PyQtWebEngine_gpl-5.12.1/debugsourcefiles.list


I'm not sure how this had happened, possibly some build fialure I cannot find in the actual logs.
