Description of problem:
cloud-init-18.5-1.el8.3.noarch tps jobs are failed.

Version-Release number of selected component (if applicable):
cloud-init-18.5-1.el8.3.noarch

How reproducible:
100%

Steps to Reproduce:
1. In Errata, start cloud-init tps jobs
2. Check the result log


Actual results:
doRpmCommand: rpm -V cloud-init-18.5-1.el8.3.noarch
doRpmCommand-result (256): .M.......    /run/cloud-init


Expected results:
While perform "rpm -V cloud-init-18.5-1.el8.3.noarch", should output nothing

Additional info:
1.Use rpm2cpio to unpaack rpm
#rpm2cpio cloud-init-18.5-1.el8.3.noarch.rpm | cpio -id
2. Compare run/cloud-init
ll -d /run/cloud-init
ll -d run/cloud-init/
