Description of problem:

The subscription-manager-migration* packages are being obsoleted in RHEL8. Please update the bootstrap script to no longer call rhn-migrate-classic-to-rhsm when the underlying system is RHEL8

The use-cases where a RHEL8 system will NOT have a product cert are exceedingly small.
