Description of problem:
Under certain circumstances, os-net-config will fail to bring down a PXE boot interface before configuring the interface as part of a bond.

Actual results:
The bond will not be configured correctly the first time os-net-config is run.

Expected results:
All interfaces should be brought down before they are configured and brought up.

Additional info:
An upstream bug and patch have been made, but these fixes should be imported to OSP 13.

Waiting on patch for https://bugzilla.redhat.com/show_bug.cgi?id=1730999 to merge downstream, then will build and sign pkg.
