Always

Steps to Reproduce:
1.Deploy 3.2 cluster writer some data
2.Deploy dashboard
3.Upgrade cluster to higher version with running IOs.

Actual results:
Dashboard is not showing any data while upgrade 

Expected results:
Dashboard should show data.
