Description of problem:
The current packaged sparkleshare for Fedora still remain in 1.5.0 while upstream version is on 3.28 containing more fixes thus violating Fedora principle to stay close to upstream (https://fedoraproject.org/wiki/Staying_close_to_upstream_projects).

Additionally, sparkleshare is used by Fedora Design Suite Labs causing failure due to conflicting libraries.

Version is 1.5.0

This bug appears to have been reported against 'rawhide' during the Fedora 31 development cycle.
Changing version to '31'.
