Description of problem:
Failed to add a disk to a vm by creating a new volume with Physical Disk Device pool

How reproducible:
100%

Steps to Reproduce:
1. Prepare a Physical Disk Device pool: pdd-pool and add it in the Storage Pools, format as msdos.
2. Prepare a VM, open the Disks tab, click Add Disk and configure options as following:
Source: Create New
Pool: pdd-pool
Name: test
Size: 1 GiB
3. Click Add 


Actual results:
Error occurs:
Disk failed to be created
Error message: unsupported configuration: unknown volume format type undefined

Expected results:
Disk can be created successfully.

Verified with package:
cockpit-machines-197.2-1.el8.noarch

Steps:
1. Prepare a Physical Disk Device pool: pdd-pool and add it in the Storage Pools, format as msdos.
2. Prepare a VM, open the Disks tab, click Add Disk and configure options as following:
Source: Create New
Pool: pdd-pool
Name: sdb1
Size: 1 GiB
3. Click Add 

Disk can be added correctly, so verified.
