Description of problem:
Clicking on table column heading does change the sort arrow direction, but  rows still remain in original sort order.

origin latest

How reproducible:
Always

Steps to Reproduce:
1. Enable Metering, admin user goes to Administration -> Chargeback page, create an 3 example Reports using `Create Report` button
2. Click on Name table column heading

Actual results:
1. Sort arrow changes, but rows remain in original sort order


Expected results:
1. rows would change order, either to ascending or descending

1. cluster admin enables Metering, goes to Administration -> Chargeback page, create some reports, for example cluster-cpu-usage,node-memory-capacity,namespace-memory-request
2. Clicking on the sorting arrow of report Name, the rows changes based on the direction
