Please fix alembic at your earliest convenience and set the bug's status to

This bug appears to have been reported against 'rawhide' during the Fedora 31 development cycle.

Wearing co-maintainer hat, it looks like the issue specifically affects x86-64 architecture. The bug seems upstream related.
