compat-tolua++ failed to build from source in Fedora rawhide/f31

Please fix compat-tolua++ at your earliest convenience and set the bug's status to
ASSIGNED when you start fixing it. If the bug remains in NEW state for 8 weeks,
compat-tolua++ will be orphaned. Before branching of Fedora 32,
compat-tolua++ will be retired, if it still fails to build.

python3-scons do not provides scons-3 anymore, waiting for scons-3 fix
BUILDSTDERR: /var/tmp/rpm-tmp.Lq0Q1f: line 32: scons-3: command not found

workaround is call scons-3.7 directly instead of scons-3

This bug appears to have been reported against 'rawhide' during the Fedora 31 development cycle.
Changing version to 31.
