nodejs-irc-colors failed to build from source in Fedora rawhide/f31

Please fix nodejs-irc-colors at your earliest convenience and set the bug's status to
ASSIGNED when you start fixing it. If the bug remains in NEW state for 8 weeks,
nodejs-irc-colors will be orphaned. Before branching of Fedora 32,
nodejs-irc-colors will be retired, if it still fails to build.

This is because nodejs-istanbul, which is used to run the tests (but not required for the package) was retired. I think the simplest thing to do, especially since istanbul has been deprecated upstream, is to just not run the tests for now.

Maybe irc-colors will one day be ported to use something else!
