Description of problem:

We currently don't have easy way to upload collectd-exec scripts via TripleO via deployment configuration. We should add possibility to either wget scripts and make them available for collectd container. One another possible solution would be to add parameter, which would contain hash of scripts' contents and create the files during the deployment.

This RFE is not marked as an MVP for 17.0, so it is being moved for consideration to OSP 17.1. As stated in the OSP Program Call, QE and Docs only have the capacity to verify and document MVP features for OSP 17.0.

@joflynn for 17.1 we also need to create a documentation task so we can expose how to use this functionality.
