Backport support of Trusted VFs in newton.

We have a considerable number of customers needing this capability for configuring bonds or allow their VNF applications to control MAC.

Currently, all customers who depend on this feature are forced to use the command on Compute node manually after the instance is spawned to enable trust.

This feature is present in OSP 13 and OSP10 is in maintenance support.
maintenance support does not allow feature backports so i am closing this as wont fix an i would advise working with
the customer to upgrade to osp 13.
