Description of problem:
No 'Cancel Rollout' menu on Replication Controller list page

Version-Release number of selected component (if applicable):
4.2.0-0.nightly-2019-08-07-214151

How reproducible:
Always

Steps to Reproduce:
1. Create DeploymentConfig and trigger new rollout by Actions -> Start Rollout
2. It will redirect user to Replication Controller overview, click Actions -> Cancel Rollout, the rollout will be cancelled
3. Start a new rollout, this time goes to Replication Controller list page, when the rollout is in progress(not complete), click on the kebab menu 


Actual results:
2. There is 'Cancel Rollout' action in Actions dropdown
3. No 'Cancel Rollout' action in the dropdown list

Expected results:
3. There should be a 'Cancel Rollout' menu

When Rollout is in progress, there's 'Cancel Rollout' kebab action in RC list page
