Description of problem:
gnome-initial-setup does not start after a fresh workstation installation

How reproducible:


Steps to Reproduce:
1.Install Fedora Rawhide 31 Workstation
2.Boot the new installation

Actual results:
GNOME Shell does not start, and the user is not created.

Expected results:
Run gnome-initial-setup to create root password and user account.

This bug appears to have been reported against 'rawhide' during the Fedora 31 development cycle.
Changing version to '31'.
