Description of problem:

After configuring both sites for multisite, buckets in site1 would not sync to site2. Debug revealed that site2 failed to pull the RGW users from site1.

How reproducible:
----------------
First occurrence. This is the first try at NS using pre created ceph pools.



Actual results:
--------------
No RGW users on site2. Errors in RGW logs.


Expected results:
----------------
RGW users listed from site1. New site1 buckets sync to site2.
