I think the issue that you are running into is this:

The fix has been merged upstream, but not backported yet to OSP13.

We applied these changes manually to the tripleo heat templates to fix this:

Then, we ran into:

But this is how we managed to upgade the customer's environment.

According to our records, this should be resolved by openstack-tripleo-heat-templates-8.4.1-42.el7ost.  This build is available now.
