If you suspect the issue is not fixed, we need to repeat the reproducer and diagnostics capture steps from the original issue:

Can you repeat the diagnostics procedures from before and attach new output and pcap files to this bug?

Can you also provide evidence the fix was actually rolled out?

Looks like I made a mistake and only shipped this patch in 4.x. I'm going to mark this bug as a duplicate of https://bugzilla.redhat.com/show_bug.cgi?id=1709178 and have opened a PR to get the fix shipped in 3.11. Thanks for your patience!
