Description of problem:
Set the cluster scoped kubefed controller manager as the default installation

Steps to Reproduce:
1. Installed kubefed operator
2. Create a kubefed object to install kubefed controller manager
3.

Actual results:
The default kubefed manifest in the webconsole is:

Expected results:
The default installation is namespace scoped, hope the default installation is cluster scoped.

This is a simple change to the KubeFed CRD. I will make the change.

The fix should be available in the latest downstream image.
