We need this build failure to be addressed (and the OpenSSL 3 port) before we can work on C99 build fixes.

I'm confused.  The OpenSSL 3.0.0 issue was resolved in 3.1.8, but the recent build failed. 
Apparently the ipmiutil package build was marked as failed because the s390x architecture won't build. 
That old architecture doesn't support IPMI, so this package is not relevant for that architecture.
How can I configure the build to exclude s390x architecture?

3.1.8 has not been imported into Fedora.

Often the s390x builder is the first one to encounter an architecture-independent build error, canceling the other builds in progress. With the logs expired, it's hard to tell.

Anyway, the package is now retired, so this hardly matters at this point.
