The "Next" navigational links from the URL above do not work to properly
navigate the document.  They point to an unknown target, supposedly part of the
OPL license text.  In addition, that license text looks strange in that it
starts with section 2.  I'm not sure whence this situation arises but we should
look at it since people are being directed to look at these draft guides currently.

Moving to the new rpm-guide component to help in finding and resolving all RPM
Guide bugs.

This guide is being resurrected.  Reassigned all tickets to developer.
