Description of problem:

Advisory https://errata.devel.redhat.com/advisory/45288 includes a new build for subscription-manager-1.24.13-2.el7_7.  The problem is that customers who also have the latest install of dnf-plugin-subscription-manager-1.24.13-1.el7 from extras will get blocked by this upgrade error...

Error: Package: dnf-plugin-subscription-manager-1.24.13-1.el7.x86_64 (@rhel-7-server-extras-rpms)
           Requires: subscription-manager = 1.24.13-1.el7

A solution is to create a corresponding extras errata that provides a compatible build of dnf-plugin-subscription-manager.  Likewise it would also be nice if the spec file can be changed so that dnf-plugin-subscription-manager requires a version of subscription-manager >= X rather than a fixed version to avoid the need to have duelling erratas (one for RHEL-7.7 and one for EXTRAS-7.7-RHEL-7).

Verifying by making sure the a rhel 7.7 system with dnf-plugin-subscription-manager-1.24.13-3.el7_7 (Zstream build) can successfully update to rhel 7.8 subscription-manager version from brew https://brewweb.engineering.redhat.com/brew/buildinfo?buildID=990944

Above steps demonstrates that I can successfully install latest RHEL7.8 subscription manager build on RHEL7.7 Zstream machine with dnf-plugin-subscription-manager-1.24.13-3.el7_7.x86_64 already installed .
