Description of problem:
In Cluster Utilization table, Disk Usage chart show "No datapoints Found" but the chart is overflow

Always

Steps to Reproduce:
1. Cluster admin log in, check  Cluster Utilization table on Home -> Dashboards


Actual results:
1. Disk Usage chart overflows when 'No datapoints Found'

Expected results:
1. The empty state chart should not overflow

The Disk Usage chart is now correctly shown, no overflow

Verified on 4.2.0-0.nightly-2019-08-22-153337
