Description of problem:

The 'TestProjectWatch' e2e test that was converted from integration test flake on Azure (https://bugzilla.redhat.com/show_bug.cgi?id=1743927) and will be disable in 4.2.

In 4.3, this test should be converted to unit test that will run in openshift-apiserver repository.

We haven't disabled the test but increased the timeout, this bug is no longer valid.
