Move back the status to ASSIGNED as the machine type must be updated to add changes from qemu-4.1

Are we adding TestOnly BZs to the errata now?
I was asked in the past to keep TestOnly BZs out of the errata.

Maybe this TestOnly is incorrect, as this actually required a patch.
