File /usr/share/openstack-puppet/modules/octavia/manifests/housekeeping.pp exposes setting spare_amphorae_pool_size which sets the incorrect parameter octavia.conf 

Already fixed upstream https://review.opendev.org/#/c/668488/ but would need backport to OSP13.
