Description of problem:

This ticket is to create a feature that support adding parameters in CS.cfg without requiring a restart.

Currently for any new addition,deletion and property change in CS.cfg a restart is required which doesn't seems to be a right approach.

For every small change in CS.cfg , a restart is needed.

Expected results:

server should automatically pick all the updates.
