Description of problem:
OCS (Rook) uses the external-csi-provisioner container with the "--leadership-election-namespace" argument. This is functional against the k8s 1.3 release but is missing in the OCP 4.2 container.

How reproducible:
100%

Steps to Reproduce:
1. Install OCS
2. Attempt to provision a PVC

Actual results:
The "csi-provisioner" (from csi-external-provisioner image) container fails to start due to the unknown "--leadership-election-namespace" argument.

Expected results:
The container properly starts and supports the argument.

This commit should be pulled into the OCP container image: https://github.com/kubernetes-csi/external-provisioner/commit/e557af7d9a4b600127dceb5d298f5a0c7dea8b64
