This has been fixed with the release of grafana-6.3.4-1 on f29 and f30 (both now in stable).
For the record, the affected grafana version was released in f29 and f30 with a grafana.ini config that has the snapshot feature turned off by default :

That of course doesn't stop a user from enabling it however.
