Description of problem:
  With RHEL 7.7 it's now possible to clean the fencing history with "stonith_admin --cleanup --history ...". RHEL 8 offers the same funcionality through the pcs command "pcs stonith history cleanup ...", which is uniform and userfriendly - it's just straight forward.

Actual results:
  "pcs stonith history cleanup ..." is not available with RHEL 7

Expected results:
  "pcs stonith history cleanup ..." is available on RHEL 7, in addition to "stonith_admin --cleanup --history ..."
