Description of problem:
During live-migration, we are getting a duplicate ARP response for the floating IP.
In a DVR environment.

How reproducible:
Steps to Reproduce:
1. Create an instance, attach a floating Ip to it
2. Send an arping to that floating IP
3. Start the live migration of an instance
