This is an aesthetic issue.
On F30 and previous, once reached the last window of the gnome initial setup, in the Ready to Go page there was an image over the Start Using Fedora button.
In F31 there is only the button.

Is this intended?

Should be fixed in librsvg2-2.46.0-2.fc31
