Description of problem:

After FFU (osp10->13) upgrade, 'nova list --all' errors:   Unexpected exception in API method: ServiceNotFound: Service 376 could not be found

We seem to be hitting this bug:

That is fixed here:
https://review.opendev.org/#/c/673827/

This fix is currently not OSP 13. 

Looking for how to deal with this issue.
