The VMware datasource resets on every boot which is not correct from cloud-init point of view:

VMware engineers are working on a solution. We'll back-port to RHEL once solution is accepted upstream.

This feature is still being worked upstream. VMWare is trying to replace OVF with a new DataSource that doesn't seem to hit this bug, called guest-info. This feature nowhere near to be upstream yet so, and the extent of the changes is still unknown. This being said, it will hardly be backported to RHEL-7.9.z. Closing the bug as WONTFIX.

@eterrell do you have any new info about this bug? This is also happening on the latest versions of RHEL, on Power.

No but I can ask around on the IRC if someone is actively working on it.
Also, if that's affecting other versions of RHEL, please feel free to open a new BZ for that as this is already closed and we don't have plans to fix it for RHEL-7.9.z
