Description of problem:

I'm using oathtool EPEL 7 package in RHEL 8. While it worked, but it is a workaround during the time EPEL 8 is still not available.

How reproducible:
With EPEL 8 repo enabled, I cannot install oathtool package



Steps to Reproduce:
1. Install/enable EPEL 7 repo. I can install oathtool. Uninstall package
2. Uninstall/disable EPEL 7 repo
3. Install/enable EPEL 7 repo. I cannot install oathtool.

Actual results:
Cannot install oathtool


Expected results:
Oathtool can be installed
