Both mingw-webkitgtk [1] and mingw-webkitgtk3 [2] were last built in Fedora 29, still in Fedora 30, then retired in Fedora 31.

There is no mingw-webkit2gtk3 (or whatever it's called now) to obsolete it, so it's causing conflicts when attempting an upgrade.

Steps to Reproduce:
1. Install any of the above packages on Fedora 30
2. Attempt to upgrade to Fedora 31


Actual results:
 Problem 3: package mingw64-webkitgtk3-2.4.11-6.fc29.noarch requires mingw64(icuuc57.dll), but none of the providers can be installed
  - package mingw64-webkitgtk3-2.4.11-6.fc29.noarch requires mingw64(icui18n57.dll), but none of the providers can be installed
  - mingw64-icu-57.1-4.fc29.noarch does not belong to a distupgrade repository
  - problem with installed package mingw64-webkitgtk3-2.4.11-6.fc29.noarch

(etc.)


Expected results:
Upgrade goes smoothly.
