Description of problem:
Example RHEL8 kickstart files shipped in the scap-security-guide do not need to list any packages in the %packages section as all package installations are handled by the rules selected in the respective profile.

Steps to Reproduce:
Look at kickstart files for RHEL8 in the /usr/share/scap-security-guide/kickstart/


Actual results:
%packages section of the example RHEL8 kickstart files lists packages for installation.


Expected results:
%packages section of the example RHEL8 kickstart files is empty as installation of packages is handled by the respective SCAP profile + OAA.
