Description of problem:
We need to identify the maintenance release in /etc/rhosp-release like:

$ cat ./etc/rhosp-release
Red Hat OpenStack Platform release 13.0.8 (Queens)
Comment 14 errata-xmlrpc 2019-11-07 14:04:36 UTC
