Description of problem:

In the VM Portal, there should be an option to specify full screen when opening VM consoles without having to manually toggle after starting the console. This feature was available in the User Portal but is missing from the VM Portal.

Steps:
1) Try to set full screen option for VNC, Spice, VNC and Spice
2) Check that console with full screen set on is opened in full screen

Results:
Option to have implemented settable full screen for different types of consoles is present in the global settings in VM Portal and it working correctly.
VNC browser console has full screen button in VM Portal as well.

Verified in:
ovirt-web-ui-1.7.0-1.el8ev.noarch
ovirt-engine-4.4.7.5-0.9.el8ev.noarch
