Description of problem:
Package erlang-jiffy fails to build from source in Fedora rawhide.

Steps to Reproduce:
koji build --scratch f32 erlang-jiffy-0.15.2-1.fc31.src.rpm

Yeah, rebar is currently broken, which means that all (or almost all) Erlang packages are broken right now.
