Description of problem:

Fedora EPEL has provided up to date versions of cmake for EPEL7:
https://bodhi.fedoraproject.org/updates/?packages=cmake3

Now with cmake version 3 being shipped in RHEL8 this may need to be rethought a bit.  The intent here is to try to get some feedback if possible as to the plans for providing updated versions of cmake in RHEL8.  I've already bumped into one project that is requiring a newer version of cmake than that in RHEL8.0.

If RHEL8 is going to stick with 3.11.4 for a long time, I think EPEL will need to figure out how to provide a newer version.

If we need a newer version of cmake as a build dependency for a RHEL package (like llvm for example), then the plan is to convert cmake into a module and put 3.11.4 in the default stream and add the newer version in a different stream.
