When composing a letter, the Mail program will not abort on ^C.  To
reproduce (our machine is 'uist'),

uist> Mail sanjoy
Subject: blah
[now I type ^C]
(Interrupt -- one more to kill letter)

But no amount of ^Cing will kill the letter.

This is on a RH 6.2 i386 system with the upgraded mailx (8.1.1-16).

The same problem happens on a RH 5.1 system using mailx-8.1.1-16
